as a matter of fact,  I can not change the today screen to something personal and wallpapers are only what's on the phone.  need some help here!

Which screen are you trying to change? The lock screen background or the today screen background? They are different methods to change each.

Im thinking you are using Touchflo and if so you have to go to settings tab and select Wallpaper and select image from selector but if you are using windows 6.5 interface open wallpaper in Picture and Video application instead of Album and from option menu select Use as Wallpaper from list.
